Gary Bolinger is a Certified Association Executive and Immediate Past President of the Indiana Society of Association Executives. He serves as the President and CEO of the Indiana CPA Society (INCPAS) where he started his association career 24 years ago. In addition to his duties with INCPAS, Gary is a 1989 graduate of the Institutes for Organization Management, going on to serve as chair of the Board of Regents for the University of Notre Dame Institute in 1995. He also served as a member of the Institutes for Organization Management National Board of Trustees and chaired that organization in 1996-97.
  


As reported by ASAE, IRS Exempt Organizations Director Lois Lerner told practitioners that a "no" answer to some of the new policy questions on the Form 990 would not automatically trigger an audit, but it will help the Service form a more complete picture about a group's compliance. Lerner said the Service is still determining how it will use data in areas such as compensation and governance when the new form is in use next year (returns filed for the 2008 tax year).

The revamped Form 990, released in December, requests more detailed information about compensation, governance and political activities, among other things. Though it admittedly lacks explicit statutory authority to scrutinize a tax-exempt organization's governance, the IRS has said firmly that it believes good governance practices lead to greater compliance.

The IRS has recently gathered public comment on the draft instructions for filing the new Form 990, and is expected to release final instructions before the end of the year.


ISAE members and guests totaled close to 150 at the 2008 Annual Convention & Golf Outing in Merrillville, Indiana on July 15 & 16. This year's Convention was packed with plenty of networking opportunities; strong professional development programs; and lots of great food.

The event kicked off with our annual golf outing at White Hawk Country Club in Crown Point. Forty-six players teamed up for the winning trophy with perfect golf temperature and weather. Congratulations to the following teams and players for their wins:

The Opening Party took place in the atrium cabanas at Radisson Hotel at Star Plaza, providing members the opportunity to mix and mingle with each other in an informal atmosphere. After hearing Gary Bolinger's opening keynote session on generational issues, members moved into the smaller break-out sessions. Reconvening at lunch, Convention attendees learned the results of the ASAE Decision to Volunteer study. After more break-out sessions, attendees met up for the Annual Meeting. At the Annual Meeting, attendees wrote cards to prospective members and were subsequently entered into a drawing to win a prize. Congratulations to the following winners:

ISAE was proud to bestow our first-ever honorary membership upon Representative Linda Lawson at the Opening Party at ISAE's 2008 Convention.

Representative Lawson has been a tremendous asset to ISAE and the entire nonprofit community. Representative Lawson worked tirelessly as the bill author and house supporter for ISAE's changes to the Indiana Nonprofit Corporation Act this past legislative session. Many said such legislation could not pass during a short session focused on property taxes. Luckily, ISAE had Representative Lawson on our side.
  

ASAE's American Associations Day 2008 was a great success with attendees from thirty states. Mark you calendars for the 2009 ASAE American Associations Day now scheduled for Tuesday, March 31st and Wednesday, April 1st 2009. With a new Congress still getting its bearings and working with a new president, 2009 will be a critical year for associations and their advocacy efforts. Attendance at this event shows the depth of our industry to legislation.

  • Congratulations to the following ISAE members that were elected to the 2009 ISAE Board of Directors at the Annual Meeting July 16th: Matt Brooks, Indiana Council of Community Mental Health Centers; Michael Downs, CAE, Key Club International; Doug Loudenslager, National FFA; and Jeff Saunders, Indianapolis Scottish Rite. Paul Freeman, CAE, was also voted-in as the President-Elect for 2009.

  • The National Apartment Association honored Lynne Sullivan, CAE, Executive of the Indiana Apartment Association with its "Association Executive of the Year" award at the Paragon National Awards Ceremony held at the NAA convention in Orlando. This award recognizes Lynne's outstanding leadership in the multifamily housing industry and the staff of the Indiana Apartment Association.

  • ISAE's own Laura Frank has accepted a position with the Indiana Arts Commission as their Communications Manager. This new position allows her to pursue her background and passion in graphic design. We wish her well in her new venture and she will certainly be missed!
